The site was chosen because of its axiality and access from two roads. This axiality and its symmetrical implications would help augment the monumentality and importance of this building. People in smaller towns like Akluj do associate readily with symmetry and the formal ascending configuration. The form of the building is further enhanced by stepping the front landscaping further down into a lower level water body. This not only gives the building height from the front but adds a new sense of dynamism to a generally flat site.
